They will take hold of the bow and shield (or javelin); they are cruel (or shameless) and will not show mercy. Their voice will sound like the sea, and they will ride on horse…”

21Therefore thus saith the Lord, Behold, I will bring weakness upon this people, and the fathers and sons shall be weak together; the neighbor and his friend shall perish.
